Starting "The Lost Shipment"

Locate Brannof Hall's dining room, accessible from Brannof Boulevard near the Town Square. Speak with Cohen; he'll reveal the missing weapons and provide two leads. Crucially, speak to him again to receive both clues before proceeding.

Completing "The Lost Shipment"

This quest involves two separate investigations. Remove any Town Guard attire before questioning individuals.

Find Captain Shirker on his ship, The Vincible (southeast of town). After a meal at The Delectable Dab, he'll mention a man in a blue waistcoat.

Locate the Man in a Blue Waistcoat in the Town Square. He'll direct you to "The Illusion," suggesting you impersonate someone named Sam (who has a monobrow).

Obtain a monobrow from the hairdresser on Old Street West (costs 8 Silver and 280 Copper).

Ask Around at The Hooked Hand

Inquire at The Hooked Hand (near Eel Street). You'll eventually be guided to The Frequently Fresh Fish Stall.

The Fishmonger requires a Fetid Flounder (requires Level 25 Fishing). Catch one, write a note (using Quill, Ink, and Paper from Lord Brannof's desk), and hide it inside the fish.

Follow the Stranger

The Furtive Stranger will flee. Follow him to Monab Row. Ensure your monobrow is visible (remove Guard armor). Identify yourself as "Monobrow Sam," defeat the thief (Level 30), retrieve the Plumbatae, and return them to Brannof Hall to complete the quest.
